She stood beside Pein, waiting. It wouldn't be long before the others assembled, and then things could begin moving. That there were a fair number of Akatsuki here was a blessing. It would make operations far easier.

That they had come to some level of agreement with the organization in charge of Paixao was a blessing as well. Now it was just a matter of how to use this to their advantage, and how to best checkmate this world.

"I'd expected strictly enforced eugenics, for the effect." It seemed a reasonable enough explanation, and would've explained---at least in part---the reluctance of so many citizens to speak on certain subjects. (After all, one never knew who was listening, and it was entirely possible that any too-talkative individual would be disposed of in due time, as any irregular citizens might have been.) The vial was accepted, inspected, and stowed away into a pocket; Pein's comment prompted a respectful nod in reply. They would do what they could, certainly, and 'what they could' had sufficed in every situation before.
