Foundation Day Festival: Raffle Pavilion

Setting: Joco da Crianca Fairgrounds, raffle pavilion

The tent housing the raffle has a yellow roof and no walls. Tickets are available for a reasonable fee, which is slightly discounted the more tickets you buy. However, there is no concrete determination of exactly what that fee is. As usual, the citizens running the raffle will take anything shiny as compensation; the gleaminger, the better!
A sign set up by the raffle machine itself says, "All Profits shall be used in the Development of Long-distance Transport for Foreign Refugees." There is also information on another table about the housing project for refugees which the Mayor mentioned in his speech.
Naturally, the safe and raffle machine are closely staffed at all times. Another sign indicates that drawings are to be held at 3:00, 5:00, 7:00, and 9:00 pm.
